Customer Information Representatives are NYC civil service employees who staff customer service centers, agency help desks, and public information units across City agencies. Using computers and databases, they answer telephone, email, and walk-in inquiries, record complaints, research problems, and coordinate with agency staff to resolve issues. It’s a white-collar civil service title suited to candidates with customer service, call center, or administrative backgrounds.
This exam uses a two-step evaluation process that’s somewhat unusual for a NYC civil service exam: first, an Education and Experience Exam (EEE) that reviews your background online in OASys (no test date for this step), and then — for candidates who pass the EEE — a multiple-choice written test plus a computerized practical skills test. You need to understand all three components before applying.
Final Submit EEE by October 27, 2026 — Written Test begins February 8, 2027
$61 fee (waivers available). EEE must be Final Submitted in OASys by midnight October 27 — no exceptions, no refunds. Written test and practical test for qualifying candidates. Starting $43,477/yr. Three assignment levels.

Education Requirement Met By

Monday, February 8, 2027 (expected — tentative)
Practical Test Notification
3 weeks before first date, by email — passing written candidates only
⚠ Important deadline split: education vs. experience. The experience requirement must be met by October 27, 2026 (the last day of the application period). However, the education requirement (your degree or credits) may be completed by October 27, 2027 — one year later. This means a current college student who will graduate in spring 2027 may still qualify if they meet the experience requirements now.
The Examination — Three Components
1
Education & Experience Exam (EEE)
Completed online in OASys — no separate test date. You enter your education and work history, which is scored against the qualification requirements. Must Final Submit by midnight October 27, 2026. Passing candidates advance to Part 2.
2
Multiple-Choice Written Test
Expected to begin Monday, February 8, 2027. Computer-based at a test terminal. Must score at least 70% to pass. Tests inductive reasoning, written comprehension, and written expression. Your score determines your rank on the eligible list.
3
Computerized Practical Skills Test
Pass/fail only — does not affect your score or list rank. Simulates a live call-taking scenario using a web-based application. Must complete required tasks within a time limit announced on test day. Only written test passers are invited; notified 3 weeks before first date.
ℹ️ What is an EEE and what does “Final Submit” mean? An Education and Experience Exam means DCAS evaluates your background — your degrees, credits, and work history — rather than having you take a written test to establish qualifications. You enter this information in OASys and then click “Final Submit” to lock in your submission. Once you Final Submit, no changes can be made. If you do not Final Submit by midnight on October 27, 2026, your application is incomplete — you will not receive a score and your $61 fee is not refunded.
What the Job Involves
Customer Information Representatives work in agency customer service centers, help desks, and public information units across NYC agencies — answering questions by phone, email, and in person using computers and databases.
✓Record, track, respond to, and resolve telephone, email, and walk-in inquiries at agency customer service centers and help desks
✓Provide information, record complaints and service requests, and conduct research to resolve customer problems
✓Enter customer information and inquiries into computer tracking systems
✓Forward unresolved matters to appropriate agency staff and offices for further action
✓Oversee customer service work; perform related clerical and administrative tasks and computer support work
!Working conditions: May include nights, Saturdays, Sundays, and holidays. Physical demands include sitting for extended periods with a headset, monitoring screens, typing, coordinating eye/hand movements while handling calls, and speaking clearly under stress while hearing other representatives working nearby.
Salary & Assignment Levels
✓ Starting salary: $43,477/yr (Assignment Level I). There are three assignment levels within this title. Appointments are generally made at Level I. After appointment, employees may be assigned to higher levels at the discretion of the appointing agency — based on performance, duties, and agency needs. Higher assignment levels carry higher salary rates. All figures are subject to change.
Minimum Qualifications — Four Pathways
You must meet one of the following four qualification pathways. The experience requirement must be met by October 27, 2026. The education requirement may be met by October 27, 2027.
1
Bachelor’s Degree
A baccalaureate degree from an accredited college or university. No additional experience required. This is the simplest and most direct path — a completed four-year degree qualifies you on its own.
2
Associate’s Degree or 60 Credits + 1 Year Experience
An associate’s degree or 60 semester credits from an accredited college or university, plus one year of satisfactory full-time experience responding to inquiries using computers, databases, and information technology in a customer service, help desk, or public information capacity.
3
High School Diploma + 2 Years Experience
A four-year high school diploma or equivalent, plus two years of satisfactory full-time experience as described in Pathway 2 above — responding to inquiries using computers, databases, and IT systems in a customer service, help desk, or public information capacity. All candidates must have at minimum a high school diploma.
4
Combination of Education & Experience
A satisfactory combination with these substitution rules (high school diploma required):
NYC government experience bonus: 1 year working for an NYC agency in a qualifying customer service capacity = 2 years of standard qualifying experience.
College credit substitution: 60 semester credits = 1 year of qualifying experience.
ℹ️ Qualifying experience defined. The customer service experience that counts must involve responding to inquiries utilizing computers, databases, and information technology systems for researching answers to questions — in a customer service center, help desk, or public information unit. General retail or food service experience without the IT/database component does not qualify. Call center experience with computer-based inquiry management typically qualifies. When in doubt, describe your duties accurately in the EEE — DCAS reviews the substance of your experience, not just the job title.
The Written Test — What It Covers
The multiple-choice computer-based written test is expected to begin on Monday, February 8, 2027. You must score at least 70% to pass. Your score determines your rank on the eligible list. The test evaluates three abilities:
🔗 Inductive Reasoning
Combining separate pieces of information to form general rules or conclusions — figuring out why things go together and reaching logical answers from multiple data points.
Example: Utilizing multiple database sources when responding to complaints and requests.
📖 Written Comprehension
Understanding sentences and paragraphs written in English — reading and processing written materials accurately under time pressure.
Example: Reading and understanding material when conducting research to resolve customer problems.
✍️ Written Expression
Using English words and sentences in writing so that others understand — entering information clearly and accurately into systems and records.
Example: Entering customer information and inquiries into computer tracking systems.
ℹ️ Some written test questions use documents provided on test day. Certain questions require you to refer to materials supplied at the exam — agency policies, reference sheets, or scenarios. This tests your ability to quickly read and apply new information, not your prior memorization of any specific content.
The Practical Test — Computer Skills & Call Simulation
Candidates who pass the written test (and timely appeals) are invited to take a computerized qualifying practical test. This is a pass/fail test — it does not affect your written test score or list rank, but you must pass it to be considered for appointment.
✓Tests your proficiency navigating a computer system using a keyboard and mouse — not your prior knowledge of any specific software
✓You are given a simulated call-taking scenario and must navigate a web-based application to respond to it
✓Tasks may include: identifying the nature of the inquiry, navigating to the correct web page, accessing the requested information, and entering the caller’s information accurately
!You must complete all required tasks within a time limit announced on test day — you won’t know the exact time limit in advance
✓Candidates are notified by email 3 weeks before the first practical test date — keep your OASys email address current and check spam

What does “Final Submit” mean and why does it matter so much?
Final Submit is the step in OASys where you lock in your Education and Experience Exam submission. Until you click Final Submit, your application is treated as a draft — it is not evaluated and you will not receive a score. If you do not Final Submit by midnight Eastern Time on October 27, 2026, your application is incomplete: no score, no exam, and your $61 fee is not refunded. Once you Final Submit, you cannot make any changes. Review your entire submission carefully before clicking.
I’m still in college — can I apply?
Possibly. The education requirement can be met as late as October 27, 2027 — one year after the application deadline. So if you’re currently working toward a bachelor’s or associate’s degree and will graduate by October 2027, you may qualify under Pathway 1 or 2 as long as you meet the experience requirements by October 27, 2026. The experience requirement, however, has no flexibility — it must be met by the last day of the application period.
Does my call center or customer service job experience qualify?
It depends on the nature of the work. The qualifying experience requires responding to inquiries by utilizing computers, databases, and information technology systems to research answers — in a customer service, help desk, or public information capacity. If your call center role involved looking up information in computer systems to answer customer questions, it very likely qualifies. If you were doing purely scripted responses without database lookup or research, it may not. Describe your actual duties as accurately as possible in the EEE — DCAS evaluates the substance of your experience, not just your job title.
What is the practical test and how do I prepare?
The practical test simulates a call-taking scenario using a web-based computer application. You’ll be asked to identify the nature of an inquiry, navigate to the correct page, find the right information, and enter caller data — all within a time limit. It’s testing basic computer navigation and data entry speed and accuracy, not knowledge of any specific NYC agency system. Being comfortable with navigating unfamiliar web interfaces, using a keyboard and mouse together efficiently, and reading quickly under time pressure is the best general preparation.
What score do I need to pass the written test?
You must achieve a score of at least 70% on the multiple-choice written test to pass. Your score — if 70% or above — determines your rank on the eligible list. The higher your score, the higher your rank, and the sooner you’re likely to be called for appointment. The test is administered at a computer terminal and is expected to be held on February 8, 2027.
What agencies hire Customer Information Representatives?
Customer Information Representatives work across many NYC agencies that operate customer-facing service centers or help desks — including agencies like 311, the Department of Finance, Department of Buildings, Department of Social Services, NYC Housing, and others. The specific agency that appoints you from the eligible list determines your work location, shifts, and assignment level. The three assignment levels allow for advancement at the agency’s discretion based on your role and performance.
